I know CSS too!
On Blogspot changing CSS is free but I have no idea what so ever of it. I understand basic HTML (CSS is HTML, yeh?) like links, pictures, bold, italics and so on but CSS is a mystery never solved in my mind. Do you need to make it on a package, then it tells you the HTML code?
To make a long story short, WHAT ON EARTH IS CSS?

Well, no. But I think if you use Blogger it would be free, or you can get server space from somebody and get your own not wordpress hosted website, but if you want free css on wordpress, that will never happen.
